化石能源的过度使用，是目前中国局地空气污染的罪魁祸首，也是导致全球气候变化最主要原因。中国正消耗着全球约一半的煤炭。20xx年，因煤炭消费的一次PM2.5、二氧化硫和氮氧化物排放量分别占中国污染物排放总量的62%、93%和70% 。同时，政府间气候变化专门委员会(IPCC)于20xx年年底发布第五次气候变化评估综合报告，进一步确认了温室气体排放以及其他人类活动是自20世纪中期以来观测到的气候变暖的主要原因，二氧化碳浓度已升至过去80万年以来前所未有的水平，而使用化石燃料是二氧化碳主要来源之一。
